How to change the screen timeout in windows xp

Maybe I am missing something. I don't know. I had used TuneUp Utilities to change the boot up screen. I then uninstalled this program, not knowing that a lot of things would remain the same, including the boot up screen. I wrote to them, but they didn't answer me. The boot up screen is for Halloween and I want to change it to something else.
