For some reason, Microsoft only offers this option if you are using a WiFi connection. If you connect to the Internet through an Ethernet cable you will not be able to set up a metered connection. Users of Windows 10 Home edition are out of luck regarding this way of disabling Windows 10 updates.
If you opt for this solution, security updates will still be installed automatically. For all other updates, you will be notified that they are available and can install them at your convenience. This is the way Windows update worked in the past. Today, Microsoft wants to eliminate the need for novice users to engage in updates, but it has enforced this at the cost of flexibility for more experienced users.

So there are indeed valid reasons to turn off automatic updates in Windows It's really starting to bug me as its super annoying, slows down the system and is utterly intrusive since it just minimizes every other window and wants to restart. Even if it dies seem to successfully update, there hasn't been a log in the update history since the 16th. By now I'm sick of it and just want to block it from automatically downloading updates. Your constant forced downloads and failed updates are crashing my business computer and making it impossible to use. As such, you are very effectively strengthening my brand loyalty to Apple I've had the exact same problem Last Wednesday was the last straw for me. It decided it needed to download and install updates in the middle of a meeting I'm done dealing with this constant inhibiting tool that prevents me from conducting business, and even causes losses.
I'll be switching my business to Apple thanks to Microsoft's incompetence. What I have done because I need my PC to run without any unscheduled rebooting I turned off the windows update service and only allow it when I have the time to waste on constant updating.
Hopefully, you should be able to download the updates now. A lot of times, the antivirus prevents Windows from updating.
To fix it, either disable it for some time or check if an update is available for the antivirus. For that, open your antivirus and you will be asked to update it. Once updated, restart your PC and then try downloading updates. If no update is available, then disable it temporarily and then try downloading the Windows updates. Another thing to try is to disable updates for other Microsoft products. The setting is available in Updates itself.
